I am looking to find a name for all the phone hang ups. Does anyone know of a cell phone reverse or a good volunteer directory of numbers?

Cell numbers are not included in the data base for reverse phone.
Land lines are in the shared data base, one such site is Whitepages.com
Private companies maintain the most extensive and accurate reverse phone directories which contain cell phone, land line phones and even fax numbers.
None of the free directories include numbers from competing carriers. For example, you can find a reverse directory for AT&T numbers but it will not contain numbers from say SPRINT.
Private companies pool all these listings from all the phone companies. It takes a lot of time, effort, work and negotiating with all the phone companies so of course they charge a fee.
Being able to identify almost any number with just a click of a button from the privacy of your home computer is amazing thanks to the Internet.
One piece of advice, these companies give you the choice of a single fee for just one lookup or a slightly higher fee for unlimited lookups. People who you use these services for the first time almost always come back for more.
Cell phone numbers are not in any public directory. You will have to use a website service that has access to these records. Check out http://reversecellphonenumberlookupfree.com
