Does The Reverse Cell Phone Lookup Reverse Phone Detective Work?

I have been looking online for a reverse cell phone lookup service and came accross the reverse phone detective. Can anyone tell me if this service works on cell phones. I have tried to punch in a few cell numbers and they say they have information for some but not all numbers. If the number I type in comes up, they tell me where the phone is located, but only what state. If I want further information such as the phone owners name, then I have to pay. What I need to know is, will the reverse phone detective give me the information I am looking for. They say you can check land-line numbers as well, but I thought you could search land-line numbers for free anyway.
